Tom Handley

Tom Handley served as a Union Sanitary District (USD) Director in 1995, for 7 years, before a job transfer took him out of state. Upon returning to California, he was appointed in 2007 to fill retiring Director Wilkowsky's seat. He ran uncontested in 2008, 2010, 2014, 2018, and 2022. His term expires in 2026. He currently serves as a member of the Legislative and Engineering and Information Technology Committees.
Tom has a Bachelors' in Business Administration, a Masters of Organizational Management, and an Association of Operations Management - Certified in Production and Inventory Management certification.
Throughout his professional career, as an employee of Regional Steel, and long-term Plant Manager for both Fuji TruColor and The Oatey Co., Tom has always been responsible for chemical safety and environmental compliance. After Oatey closed its California manufacturing operations in 2012, he transitioned careers and is now a Realtor with Intero (a Berkshire-Hathaway Affiliate Company), Fremont.
Tom's community service includes the Mission San Jose Rotary, Fremont Chamber of Commerce Board of Directors (6 years) and currently serving on its Governmental Affairs Committee. He also serves on the California Association of Realtors BayEast Government Relations Committee.
As a USD Director, Tom focuses on being a steward for ratepayers' interests, which includes providing services in a cost-effective manner while ensuring USD meets all environmental regulations; maintaining our infratructure is key to both protecting the environment and preventing large rate increases in the future. Tom also understands the need to balance business interests with the need to meet ever increasing environmental standards by working together in developing a cost-effective timeline to bring them into compliance.
