Board of Directors
Regular Board Meetings are held the 2nd and 4th Monday of each month at 7:00 p.m. in the Boardroom at the Union Sanitary District Office located at 5072 Benson Road in Union City, California.
Manny Fernandez was appointed to the USD Board of Directors in 2011 to represent Union City and to fill a vacancy left by Pat Gacoscos when she resigned from the Board. After completing his appointed term, he was elected in 2012, and reelected in 2016 to a term which will expire in 2020. More>>
L. Patricia [Pat] Kite was elected to the USD Board of Directors in 1992, 1996, 2000, 2004, 2008, 2012, and 2016 to represent the City of Newark. Her term expires in 2020. More>>
Tom Handley served as a Union Sanitary District (USD) Director in1995, for 7 years, before a job transfer took him out of state. Upon returning to California, he was appointed in 2007 to fill retiring Director Wilkowsky's seat. He ran uncontested in 2008, 2010, 2014, and 2018. His term expires in 2022. Anjali Lathi was appointed to the Board in 2002, elected in 2004, 2008, 2012, and 2016 to represent the City of Fremont. She served as President of the Board in 2006, 2010, and 2013. Her term expires in 2020. She currently serves as President on the Board, is a member of the Engineering and Information Technology and Legislative Committees, and the District representative to the Alameda County Water District Financing Authority (ACWDFA). Jennifer Toy was elected to the Board in 1998, 2002, 2006, 2010, 2014, and 2018 to represent the City of Fremont. Her term expires in 2022. She is currently serving as Secretary on the Board and is a member of the Budget & Finance and Audit Committees. More>>

This is to ensure that any time-sensitive issues are brought to the District’s attention in a timely manner, and to incorporate correspondence pertaining to the agenda items into the public record.
Emails to individual Board members are not automatically forwarded to staff.
District email communications are governed by the California Public Records Act. Pursuant to the Act, emails to individual Board members or the entire Board of Directors regarding District business that are sent to the official email addresses are treated as public records. The public should have no expectation of privacy in such communications.
