Board of Directors
During pandemic restrictions, Regular Board Meetings are held virtually the 2nd and 4th Monday of each month at 4:00 p.m. Virtual attendance is open to the public and login information is included on each Board meeting agenda.
Manny Fernandez was appointed to the USD Board of Directors in 2011 to represent Union City and to fill a vacancy left by Pat Gacoscos when she resigned from the Board. After completing his appointed term, he was elected in 2012, reelected in 2016, and reappointed in 2020 to a term which will expire in 2024. More>>
Pat Kite holds wastewater credentials from Sacramento State University Office of Water Programs. She earned her B.S. from U.C. Medical Center, a Biology teaching credential from California State University East Bay, an M.S. in Communications from San Jose State University, and a J.D. from Northwestern California University School of Law. Tom Handley served as a Union Sanitary District (USD) Director in1995, for 7 years, before a job transfer took him out of state. Upon returning to California, he was appointed in 2007 to fill retiring Director Wilkowsky's seat. He ran uncontested in 2008, 2010, 2014, and 2018. His term expires in 2022. He currently serves as a member of the Engineering and Information Technology and Personnel Committees. More>>
Anjali Lathi was appointed to the Board in 2002, elected in 2004, 2008, 2012, 2016, and 2020 to represent the City of Fremont. She served as President of the Board in 2006, 2010, 2013, and 2018. Her term expires in 2024. She is a member of the Engineering and Information Technology and Legislative Committees, and the District representative to the East Bay Dischargers Authority. More>>
Jennifer Toy was elected to the Board in 1998, 2002, 2006, 2010, 2014, and 2018 to represent the City of Fremont. Her term expires in 2022. She is currently a member of the Budget & Finance, Legal/Community Affairs, and Audit Committees. More>>

This is to ensure that any time-sensitive issues are brought to the District’s attention in a timely manner, and to incorporate correspondence pertaining to the agenda items into the public record.
Emails to individual Board members are not automatically forwarded to staff.
District email communications are governed by the California Public Records Act. Pursuant to the Act, emails to individual Board members or the entire Board of Directors regarding District business that are sent to the official email addresses are treated as public records. The public should have no expectation of privacy in such communications.
